The Partnership
The Los Angeles County Office of Education’s (LACOE) Tobacco-Use Prevention Education (TUPE) Unit, in partnership with the Los Angeles County Department of Public Health (LACDPH) Tobacco Control and Prevention Program (TCPP), has developed this site as a comprehensive tobacco-use prevention resource website that will serve as an intersection for support to educators and health providers.
This site is designed to be a clearinghouse for tobacco and vaping prevention education and will provide information to support services to youth. This site will include background and information on all tobacco products, resources for preventing youth initiation and resources to support youth cessation.
Tobacco Control & Prevention Program
The Los Angeles County Department of Public Health Tobacco Control and Prevention Program (TCPP) is the largest local lead agency in California in terms of size and funding. TCPP implements a countywide program to reduce youth access to tobacco product(s), reduce exposure to secondhand smoke and increase access to smoking cessation services.
Recent Updates
In collaboration with the University of Colorado, TCPP sponsored the Rocky Mountain Tobacco Treatment Specialist Training program, which sponsors the specialized training for individuals to have the foundational skills and knowledge to provide evidence-based interventions for tobacco dependence across a range of intensities. A TTS also educates others about tobacco dependence treatments. We look forward to our continued collaboration and increasing tobacco cessation throughout Los Angeles County.

Tobacco-Use Prevention Education (TUPE)
The purpose of the state-funded TUPE program is to reduce youth tobacco use by empowering students in grades 6-12 to make healthful decisions through tobacco-preventative instruction, intervention, cessation programs, and reinforcement activities through youth development.
The TUPE Unit provides Technical Assistance (TA) to districts and charters by supporting the strengthening and development of school tobacco-free policies, providing professional development to staff, guidance on tobacco prevention curriculum and alternative to suspension programs, and resources in promoting tobacco-free environment.
